Yes, it's quite likely that in cases
where researchers are finding big gains, their engines are
running far too rich for the environment in which they are
operating. So for these badly tuned engines, the gas helps
quite a bit. For a well tuned engine, the gas doesn't
really do anything. This would also explain why despite
the fact that people have been selling these things for
years, that they are not standard equipment on autos.

While it's easy to say, "just tune the engine you fool
and have done with it" I could still imagine cases where
a gas generator might prove advantageous. For example, if you own
a trucking company and your rigs will be operating
and many different altitudes. You can't keep tuning the
engine for best efficiency, but you could use an H2
generator to broaden the range of operating conditions.

I think it's fair to say from Ricks copious posting on the
subject that if there were anomalous ICE effects with "standard" 
BG he would have seen it.
