I don't know if everyone here is on Vortex; but, I thought it should be here.  Maybe we can speculate on those bubbles forming on the teflon surface near the anode.

The voltage is 9.15 VDC with an apparent 21.7 mVAC ripple.  The current has dropped to 1.3 mA after roughly 1 hr 40 min.
