3M calls it a "non-hydroscopic gel" which does not mean it won't end up in the solution.  It should not effect the energy content regardless.  It could explain why the water feels soapy.

However, before I build my hydrobooster electrolyzer, I will take the toluene to the plates and build it right.  :-)
