This is/was a grand old visionary project of Mark's going back to 
the 70s, in the tradition of the 'war on poverty' and other 
progressive social upheavals that were way ahead of their time ... 
with many marvelous social implications (at least to us 
Left-Coasters) - never achieved, but recently there has been a 
hint that it can be revived and that a major funder could be in 
the wings.... If only we (USA) didn't have this trillion dollar 
Albatross around our collective necks.... actually, given that the 
original fund-source was apparently one of the Seven Sisters, 
maybe that is why it is looking for new/old projects to seed with 
some of those petro-dollars....
