Keith,

I am in a position of being able to submit a proposal for funding, as 
well as a budget. There is a sense that money is becoming available, 
with few strings attached.

I totally agree that what is needed is to "get the ball farther down the 
field" and would like to include a number of suggestions for possible 
improvements, as well as more accurate testing.

My ultimate motive for becoming involved - is that a successful 
experiment - in addition to telling us whether or not H2O has a hidden 
source of energy - might be amenable to take to a higher level in 
another (similar) incarnation for use with HOOH instead of water and in 
the context of an automotive 'prime mover.'

Unfortunately for my particular agenda, I suspect that the funder will 
chose a University to do the Graneau replication work, and it will get 
bogged down in academic details - instead of cutting to the chase.

I have this ultimate vision for the future of automotive - in the age of 
$5 and up per gallon gasoline - of a very small turbine (single stage 
turbo-generator) being driven by an inexpensive liquid, produced on site 
(owner's garage) from off-peak electrical power.

This device can either power the car totally, or more likely - serve in 
a hybrid configuration to keep a smaller number of batteries charged.

Imagine the 'hot end' of the smallest turbocharger available, no 
compressor but instead a generator of about 15-20 kW output, with about 
half of that being recirculated back into the arc discharge.

The net difference of 7-10 kW is used to keep a battery pack topped-off 
so that a range of hundreds of miles is possible with maybe 100 kg of 
batteries.
