OK, some crazy cat fancier pointed me towards this.

The video I had in mind was the '36 lab film. As I
had remembered, the treatment device was a gas
filled tube excited with RF in the nabe of 10-40MHz.
The carrier was modulated with square waves at
some low frequency, down to a Hz or two.

But of course, one needs to see the things one is
trying to destroy to determine what conditions
produce the resonance.
